Re-install a new OS boom you have to do this all again. That said you're 99% of locked macs on eBay are not stolen. It may best to reach out to Apple and get training and certification. of those generation MBP's - hence why you're having encountered issues. Since 2018 MBP's and Mac Mini's and iMac's thereafter use a T2 chip - look this up, and its on the logic board but its a separate implementation and lives solely on its own in tandem with the TouchBar.
